Participatory counter-terrorism mechanisms for peaceful enforcement actions

In the context of international cooperation, governments pursue peacekeeping efforts both nationally and regionally and internationally. But what we have to say is that the principle of law enforcement, which is between governments, provides for less attention to the legitimacy of non-regulatory and peaceful counter-measures by governments. This principle is important because these actions have been accepted in response to the violation of fundamental rules of international laws.

In this regard, the actions of governments in counteracting terrorism is not an illegitimate and unlawful act, and this has been done to maintain international stability and security. To confirm these actions, the United Nations also affirms this. But it is noteworthy that international cooperation in suppressing terrorism requires a participatory governance framework. Although these partnerships should not take militant dimensions, and should not be basis of the inflationary situation of terrorism. However, the fight against terrorism within the framework of international law must be applied in accordance with international standards and criteria of necessity and proportionality in relation to the object, and these measures must be pursued with the aim of achieving the object. On the other hand, these measures should not violate international rules.

But effective international cooperation to contain terrorism can be done through effective control. In this regard, these actions must confront terrorism as:

·         Done according to public interest;
·         To stop the violations of human rights;
·         Accepted by public opinion and done with the participation of governments;
·         Respect and adherence to customary rules.

In this regard, the collective nature of the fight against terrorism seems to be taken into account and any actions should be taken within the framework of the combined system of “criminal” nature of collective guarantees according to international laws.

On the other hand, the fight against terrorism considered various dimensions:

On the one hand, the fight against terrorism is being pursued for the maintenance and stability of regional security, and this must be done within the framework of regional convergence;

On the other hand, regional governments synchronization for maintain stability status is important;

Strengthening common views on confronting terrorism is essential.

In any case, combating terrorism in pursuit of peaceful actions implementation is a very important and necessary component of the international arena, in the light of which we see the serious form of international cooperation.
