Iran has published its annual terrorism report for the year 2025, documenting attacks by terrorist groups and state actors against the country and its citizens — both inside its borders and overseas. The report is now available to the public, experts, and policymakers.
The Habilian Association announced that the findings were unveiled last week at a ceremony hosted by the Ministry of Foreign Affairs' Center for Political and International Studies. The event was jointly organized by the association and the ministry. Held to mark the International Day of Remembrance and Tribute to the Victims of Terrorism, the ceremony featured speeches from Deputy Foreign Minister Dr. Khatibzadeh, Judiciary Deputy Chief Dr. Siraj, and Habilian Secretary-General Seyyed Mohammad Javad Hasheminejad. Families of Iranians killed in terrorist attacks were also in attendance.
First published in 2019 by the Habilian Association, the report catalogs terrorist activities by both non-state terror groups and state-sponsored actors, offering a comprehensive analysis of trends and major incidents. It is intended as a key reference for decision-makers across relevant government sectors.
