In modern times, so-called great powers have used and often threaten the use of economic forces to target an adversary state and its peoples, frequently describing the sanctions campaign as coercive diplomacy. They do not fail to attempt of explain why their actions are not a form of “terrorism" even though their actions commonly involve the threat and often the use of violence as an adjunct to their economic warfare. Measures targeting a civilian population in the same ways for what would be described as terroristic purposes were it not great powers who were pursuing the very same tactic. Only one qualification must be added: the term "great powers" must be restricted to favored states.
